    I had read about the Sakhalin Island’s jack up that as sunk ,any idea if was divers or ROV personnel onboard?

    It was under tow to a new location so I very much doubt there was either.

    When I spent most of my time on Jack-ups many years ago………. It was the norm to keep the ROV personnel on board during Rig Moves for Pre-loading. So There might have been ROV personnel on board at the time.
