Obtaining a seamans book in Thailand

Can anyone give me some info on obtaining a seamans book in Thailand?

What docs are required ,how long does it take and the costs involved?

Panamanian Embassy in BKK in the Silom area . Bring medical and copies of, valid passport / copies of Thai visa page and face page. Haven’t spoken with them as of late but maybe BOSIET. % page 10 year book costs $160.00. Ask to expedite it (extra cost???) as it goes through the Phillipines. Singapore has an embassy as well. Look them up online.
