The company you are working for should have one of these in their QA manual/ documentation. If not then maybe you need to ask them. Base manager should be able to provide you with one?

There you go – without knowing exact details of the vessel/rig, the ROV system, the QA requirements for your contract/company, it is impossible to give you an answer.
If you are wanting someone to write them for you, then get someone who is qualified and PAY them. If you don’t know how to do it, you shouldn’t be doing it anyway.
